On this page you can download and view some of the Development Agreements negotiated
between the mining companies and the Zambian government. We do not have access
to all of the agreements, and would welcome further documents being forwarded
for publication.
These contracts have always been guarded as secrets by both sides since they were signed, causing significant problems for the Zambian regulatory authorities, trade unions and the public in ensuring the accountability of the mining companies. We publish them here in the hope of sparking a more general debate about their contents. Some questions have been raised about the degree to which the Zambian state should consider itself bound by the agreements, especially given companies’ failures to meet some of their commitments. Ongoing discussion about the very low levels of tax, including mineral royalties, that the companies pay relate closely to the 'Stability Periods' written into the agreements. We would welcome any comment from readers on these issues.
